Professor Carmen Pérez González

Carmen Pérez González is a Professor of Public International Law at Universidad Carlos III de Madrid. Her research focuses on international migration law as well as international and European sports law. She has authored numerous scholarly works on the protection of the rights of migrants and refugees, on human rights and sport, and on sports diplomacy. She has also been invited to deliver lectures and courses on these topics at both Spanish and international universities and institutions, and has played a key role in knowledge transfer in these areas.

Between April 2004 and April 2008, Professor Pérez served as an advisor for international affairs in the Cabinet of the Secretary of State for Immigration and Emigration of the Government of Spain. From May 2009 to July 2010, she was the Spanish substitute member of the Management Board of the European Union Agency for Fundamental Rights. Between September 2015 and July 2016, she was a member of the European Commission’s High-Level Group on Sport Diplomacy.

Since 2022, she has held the UNESCO Chair on Sports Diplomacy and the Promotion of a Culture of Human Rights through Sport at Carlos III University of Madrid. From 2006 to 2014, she was a member of the Spanish Sports Discipline Committee, and between 2018 and 2024 she has served as President of the Competition Committee of the Royal Spanish Football Federation.

Her work as principal investigator and co-investigator in several competitive research projects is also noteworthy. She directed a project on “Protection of Migrant Women in Situations of Special Vulnerability” and was co-principal investigator of a project on “Theories of Justice and Global Human Rights Law.” Currently, she is co-principal investigator of a project on the greening of international law. She has also led a research project funded by the Spanish Higher Sports Council on the role of sport in EU law, and has participated as co-investigator in several Erasmus+ projects on sport-related topics.
