Background information: the HR Excellence in Research project at UC3M

University Carlos III de Madrid began its involvement in the HR Excellence in Research project at the end of October 2015, after attending Infoday in Brussels, “The Human Resources Strategy for Researchers and how to comply with article 32 of the H2020 Grant Agreement”.


After evaluating the information and analyzing the positive effects that might result from the project, two important committments were made:

  • The signing of the European Charter and Code of Conduct for the Recruitment of Researchers, by the Rector, December 17, 2015.
  • Official membership of the EURAXESS network, January 13, 2016, via the signing of its Declaration of Committment.

These events initiated the development and direction of the project via the Human Resources and Organization service of University Carlos III de Madrid, under the direction of University’s Vice-Rector for Faculty and Vice-Rector for Scientific Policy.
On January 20, 2016, the Vice-Rector for Faculty, Ignacio Aedo, presented the project to the Board of Directors.
Following the recommendations of the European Commission, the Permanent Commission of the HR Excellence in Research project was created on February 16, 2016. It aimed at working on institutional analysis in order to bring the University Carlos III de Madrid into line with the principles of the C&C.

In parallel with the work of the Permanent Commission, the University involved its research community in the process via various work sessions based on the “Metaplan” methodology and a wide-ranging questionnaire. 

The obtained results obtained made it possible to evaluate the strengths and weaknesses of our institution and to produce a broad catalogue of actions for further development. These were set out in an Action Plan that together with other documentation was sent to the European Commission for evaluation on May 12, 2016.

The Human Resources Strategy for Researchers (HRS4R) consists of four phases:

1st Internal Analysis or Gap Analysis to evaluate how institutions act with regard to the 40 principles for the European Charter and Code for Researchers.

UC3M’s internal analysis was carried out thanks to the creation of the project’s Permanent Commission and the assistance of the research community in developing the analysis.

2nd Publication of the Action Plan or the analysis result, consisting of actions that the institution aims to develop, to comply with the implementation of the principles of the European Charter and Code for Researchers.

The documentation submitted by UC3M in the first phase (the internal analysis), was evaluated by the European Commission and validated on December 30, 2016.  On this same date, our institution was awarded the distinction HR Excellence in Research and made its Action Plan public.

3rd Implementation of the Action Plan and Self-evaluation, according to the internal quality control system of the institutions themselves. It will be conducted within 24 months subsequent to obtaining the HR Excellence in Research Award.

4th External Evaluation: institutions must implement actions proposed in the revised Action Plan within 3 years of completing the Self-evaluation.

The evaluation is done in two stages: an internal revision, carried out by the institution and evaluated by external experts, and an in-person visit to the institution by these experts. The concession of the HR Excellence in Research award is renewed when the institution recieves positive feedback.

Currently, UC3M is in this fourth phase of the project and is engaged in implementing of the renewed Action Plan.

The deadline for its new Self-evaluation and the External Assessment will be in December 2021.
