UC3M and SEGIB contribute to the education of indigenous Mexican leaders

Universidad Carlos III de Madrid (UC3M) and the Ibero-American General Secretariat (SEGIB) have signed a collaboration agreement for the education of indigenous Mexican students. The purpose of this agreement is to enable  graduates to generate changes within their local communities after studying the Título de Experto en Pueblos Indígenas, Derechos Humanos y Cooperación Internacional de la Universidad (Academic Expert in Indigenous People, Human Rights and International Cooperation).

The agreement’s objective is to educate students from Mexican indigenous communities so that they can assume leadership responsibilities in their communities and organizations, with training and technical knowledge to successfully intervene in negotiation processes and implementation of the rights of indigenous people in different national ambits.  For that purpose, SEGIB will provide a total of 12 scholarships for 2018, funded by the CDI that cover the costs of tuition, travel, medical insurance and the room and board  in Madrid during the two months of the academic program.  (May 14 to July 13).

The signing ceremony, undertaken by UC3M rector Juan Romo and the general secretary of SEGIB, Rebeca Grynspan, was held on the University’s Madrid Puerta de Toledo campus. Also in attendance were representatives from the funding entity, the CDI (the National Commission for the Development of Indigenous People) of Mexico, and the co-directors of the educational program, Professors Juan Daniel Oliva Martínez and Carlos Ramón Fernández Liesa, from the UC3M “Francisco de Vitoria” University Institute of International and European Studies. The ceremony was also attended by officials from the FILAC (Fund for the Development of Indigenous People of Latin America and the Caribbean) and  the AECID(The Spanish Agency for International Cooperation for Development). These entities have financed another 10 scholarships every year since 2007.  Also present were representatives from the Mexican Embassy in Spain, the Universidad Nacional Autónoma de México (UNAM) and the Secretary of State for International Cooperation and for Ibero-America and the Caribbean.

“The agreement signed today represents another step forward by UC3M in its interest to provide high level education for indigenous leaders with support from governments, cooperation agencies and international entities.  Specifically the generous contribution from the government of Mexico through the SEGIB strengthens graduate studies such as The Academic Expert in Indigenous People, Human Rights and International Cooperation, specialized and unique at the global university level,” stated UC3M rector, Juan Romo.  

“We should not conceive of indigenous people only because of their problematic issues, but rather for their abilities, their knowledge, what they contribute to society as a whole, in their power to meet challenges.  That is the logic behind this signing:  the conviction that indigenous leadership is a transforming force for our societies.  I am grateful to the Mexican government and the Fondo d Mexico for its commitment, as I am to the Ibero-American General Secretariat and the University for strengthening this indigenous leadership, “remarked the SEGIB General Secretary, Rebeca Grynspan.

The  Título de Experto en Pueblos Indígenas, Derechos Humanos y Cooperación Internacional  (Academic Expert in Indigenous People, Human Rights and International Cooperation) is a program organized by the UC3M "Francisco de Vitoria" Institute of International and European Studies, with the support of the University School of Lifelong Learning, the AECID and the FILAC. Its aim is to provide a well-rounded education and valuable high-level curriculum and practical training to undergraduates, diploma holders and indigenous leaders from the Latin-Americans and Caribbean region.  The general objective is for them to be able to assume responsibilities of leadership in their communities and organizations with the training and technical knowledge necessary to successfully intervene in the negotiations process on the rights of indigenous people carried out in different national and international ambits.

SEGIB is the international entity that supports the 22 countries making up the Ibero-American Community: 19 from Latin America (Spanish and Portuguese speaking) and from the Iberian Peninsula (Spain, Portugal and Andorra). According to its webpage, it is the sole official space for convergence, dialogue and joint work with Ibero-American region that includes countries on both sides of the Atlantic.  In this sense, it supports the Ibero-American Summit of Heads of State and Government, carries out its mandates and foments Ibero-American Cooperation in the areas of education, social cohesion, and culture.
